Password Reset throwing error

While resetting password we are getting below error

Expression evaluation error: An error occurred while attempting to store into the following variables: [local!passwordResetWriter]. Details: [[local!passwordResetWriter:The user [testusername] does not have sufficient privileges to perform the requested action because they are not in any role.]]

Has anyone faced this issue

We managed to resolve this by adding the user to Designers group. However, we faced this issue right after the creation of the user.
