Is there any log to check the changes on Email configuration at Admin Console?

I would like to know what was the last time Appian was allowed to send emails

Unfortunately, I don't believe there is an out-of-the-box way of retrieving Admin Console audit history.

You may find when the email services were turned on and whole lot of other activities made in the administration console via the admin_console audit extract located in the /home/system logs/audit repository.
