When the consumer makes a Rest Call to Provider, Provider Should return the response depends on consumer Request.How to construct REST API to Support both XML and JSON.

for this i would request you to take an input for your WEB-API and based on the input received you can configure you httpResponse and body configuration 
 
ex: if the user has requested in "xml" format you can create your a!httpResponse with content type :application/xml and the toxml(yourcontent)

Use Web API, and in the httpResponse they can send the body in json format
