For google you can create an Google Calendar API and use it in Appian to send out your request. When coming to Outlook not sure if as an individual you can access the credentials required. You might have to use org details for Azure setup. You will later have to create the API required for outlook. I am not aware of any plugins which can do so. We can wait for the other answers as well.
And for google calendar, you can use these APIs - developers.google.com/.../events

Then, both services provide extensive APIs.
When I give information such as attendees, invite details then on a approval with the user it should block their calendar as events !
So you mean a standard calendar invite? If that's the case, you can do that using API calls to these services, or use this plugin
