How to change the input format and the year selection function, when using the "Date component"?

The format is defined by the selected language in your user settings and can not be changed in any other way in a date field. For display purposes you can of course define your own format using the text() function.

Second question: Select the date in the current year and then change it by typing in the field.

Selecting language in the profile settings works OK. 

But, still hope there is a way to select the year and month, for the convenience of the end user.

You can add any kind of UI components or implement an alternative way of entering the date. Really depends on UX requirements. I saw a pattern on a non-Appian application where I had to select the date in three individual steps.
