How to do the Appian environment upgrade ? And what are the steps needs to be followed ?

You should create a ticket with Appian Support, they can assist you.
Are you referring to a Cloud site, or to a local / on-prem installation?
If you're trying to upgrade a community edition site, you can do that via the learning journey section on Community
Upgrades for cloud sites (for individuals in your organization with permission) can be scheduled via the Installations site (the actual upgrade for all Cloud installations is handled by Appian personnel).
If it's still unclear or nobody seems to have such access in your organization, then as Danny said above, the appropriate parties can open a Support Case and ask for further guidance.
