I want to convert, a Url into base 64 format, is there any possible way except encodebase64string() function

Why wouldn't you be able to use encodeBase64String()?
You could always build your own base 64 encoder, but that seems like a waste of effort (unless you just really enjoy the coding challenge, that is...)
