Why not just add a link to that interface? Why does this have to be a record action?
As this is a initial Business requirement, That will be the route if Record action doesn't work
A record action ties a process to a record.
Just add a safeLink (https://docs.appian.com/suite/help/23.4/Web_Link_Component.html) to any component that accepts a link.

No. According to the Appian UX guidelines, buttons are for actions and links are for navigation.
If you still want a button, use a card layout, hide the border, show the shadow and add your link. It behaves almost like a button.
