I signed up for communitiy edition and am going through the developer learning path. I designer, I do not have the link to the admin console. I can view users, and when viewing my user, it shows that i'm a basic user. How can I get my security changed to system administrator?

Sorry, that's not possible. The CE is a shared environment and you cannot get admin permissions.
