If you open your Expression editor, under Functions, you should see a new section called HTML functions that'd contain the various function exposed by this plug-in.
The two types of plug-ins (Smart services or Expressions) are available either as a Smart service node in the designer palette or as a function in expression builder.

How do I use the wizardHeader function? I want to create it on a page or form and check it out before using. I can see the function listed under HTML functions - to what component do I attach it? Guess it should be to an image right?

The images are automatically rendered. You need to specify the Steps and which is the active step. Steps is an Array of String and Active Step is an integer.

Yes, I understood the usage of the function. How do I use that function in a form? How do I add it?

You should be able to use the expression within a paragraph field. That'd render it as the wizard when you execute the form.
