 Is there any replacement for deprecated smart service "Create New Version" , which is working on Appian could?

That functionality is now handled via proper configuration of the File Upload Field.

Apart from the proper configuration in the file upload field, 
 there is a plugin in AppMarket - Create Document Version. That can also be used.
