I had 2 published portals in version 22.3. Now that my community instance has been upgraded to 22.4 version, I can no longer go to Appian Portal Publisher Manager to Delete or Update existing portals. Trying to create/publish a new Portal object in Designer gives me the following error:
Publishing error. APNX-1-4566-016: Could not publish. This environment has reached the maximum number of published portals. Unpublish any portals not in use, or contact Appian support.

Woah... mine's still on 22.2 - no notifications or anything. Did you have to do anything special to get upgraded to 22.4? (Sorry, nothing directly relevant to your question, as I'm apparently stuck 2 versions behind).
I did not do anything special. My understanding is that they get upgraded after GA automatically.
I have validated the publishing manager still exists on your Appian Community Edition environment with two portals available for selection. I see you have many users on your account, some that are basic users. Can you try logging in with your system administrator user and confirm what you see?
