which roles are required for a basic user to create and edit process models in 17.1

hi all,
I've already granted "Designer Role" and "Process Model creator group" to a basic user account, but it's still not able to open the model designer page. It throws 403 error.
could you tell me which roles are required?
Also for 17.1, which roles are required to access "suit/designer" page as a basic user?
In previous version, "Designer Role" is enough.

Hi eagiez, As Basic User accounts interact with Appian, they are frequently assigned additional roles. These roles are granted the necessary rights to perform various tasks, such as administering the objects they create. Basic users must be given the Designer Role in order to access the designer environment.

The Process Modeler can be launched by Basic User and System Administrator accounts. To access the Process Modeler, For example, in order to start a new process instance, a user must have at least Initiator level access to the process model. The security for a process model folder (apart from the My Models folder), process model, and process instance can be configured by clicking the Security button on the appropriate process model or process instance dashboard. You can also click File > Security in the Process Modeler.

my question is: as a basic user, how can the account access the "suit/designer" page, not designer interface
I know basic user can access the designer interface "suit/design" after being given "Designer Role"

Also after being given the "Process Model creator group", basic user is able to see "New Process Model" menu in the designer interface. however, after clicking the "New Process Model", the new window throws 403 error and not able to edit the process model.
