Change Alert Settings for Multiple Users At Once

In Runtime Data, individual users have the ability to "Edit My Alert Settings". This allows the logged in user to configure exactly which alerts he/she sees. Is there a way for an admin to edit multiple users Alert Settings at once?

For additional context, there is a process model with a Modify KC Security node that is a generating an alert/email notification that says "Process Designer has approved your access to the “Example Name” Knowledge Center." However, users do not want to receive an email/alert notification every time access to the Knowledge Center is approved. As far as we can tell, there is no configuration in the node that affects email/alert notification.
