User is getting permission error while clicking an action item

Question

Hello All, 
 I have created an application and published it, The link is available under tempo>action and all the other users are able to access it but there is one user who is getting access denied error. I checked the security level and its already set to visible for All Users. The user is also the member of All Users group. Can someone please help me to figure out this issue? Thanks in advance

Is that user able to see created Action? If yes, then please check Process model and Interface security as well. There might be a possibility that one user is having designer access and you forget to mention Interface and Process model security.

Vivek, for testing purpose just try to give security (Admin access) to that particular user only to Process model, Interface and Application. (except group).
