Is there a best practice design for re-assigning a task with Tempo, similar to t

I am not sure this very importand one of the most wanted should be OOTB feature and some places where plugins are restricted to use. I know 7.5 has reassign but is limited , Person A accepts and he can only reassign, his manager or a specified group should be able to reassign that task. I can provide a grid of tasks from taskreport and pick a person and click REASSIGN. but has to use this plugin and where i work plugins are 99% not allowed. only OOTB.
