This is not correct. If you plan to display an action as a page on a site, it must have a SAIL start form in order to display correctly. Please see the sites documentation for more details.
For alert settings, my top recommendation is NOT to use a group, or a constant that points to a group, but rather, an expression rule that then returns a group (by constant) and potentially other groups/users. This is far easier to maintain in the future, i.e. if you want to include extra groups in the notification chain, or exclude certain people, etc.
