1. A Task is assigned to Group.
2. User A (Basic) from that group accepting the task
3. User A reassigning the task to User B (Basic)
4. User A wants to reassign the task from User B to User C. But User A is not able to see the Reassign button at the top.Only User B able to reassign.
Is it the expected behavior of current version? ie An user can reassign for only one time?

Check user permissions with respect to the process instance. Once a task is assigned to a specific user, only that user and individuals with Manager or higher permissions can reassign tasks.
Yes. Used Modify Process Security node with Admin access. Able to do for the first time not the second time. If the task with other user, current user is not able to reassign

Bryant, Is it not possible to restrict the user to choose from particular group for reassignment by basic user? Currently its allowing to select any user in the environment irrespective of group or access to application. In the UI, under Assignment tab, selected the reassignment privilege as "Can reassign the task within a pool of assignees"
You can only limit the reassignment to a pool of users for the person the task is assigned to. Anyone with Process Manager privileges may reassign it to anyone.
