I have a requirement to generate PDF File and pass some value from outside , when i am using .PDF File as template i am not getting ###value### replace with option
how can i resolve this ?

How did you create that template? The documentation says:
You cannot use a standard document in Acrobat format as a template. The selected PDF template must be a PDF Form. When scanned, the PDF form fields are listed numerically, according to the order in which they appear on the form. No substitution keys are required in the form fields.

If you want to create a pdf, you must generate a document first, and then use that generated document to create a pdf.
Steps to create Document:
1. Create a word document.
2.
3. Pass the values mentioned above in the picture.
4. Create an XML rule for the document.
5. Configure the generate document smart service in process model using the xml rule and the document template you created.
6. Configure the generate pdf from doc smart service using the output from the generate document node.
7. Your PDF will be created.
