We upload files using processes. Why not just start that other process from the first one.
But to your specific question, no, there are no "triggers" on folders or files.
I did not understand your use case very well. You can do that very easily by either a sub-process or by start process smart service. But you cannot automatically trigger a process when a file is uploaded.
When you are uploading the file, you can trigger the process from that very step. May it be via an API, or process or even interface.
Is the file being uploaded to a folder by a different (non-Appian Process) method? If so you could:

What do you mean by uploaded to a certain folder? Is it dynamically changed based on the file uploaded? Is this complete process within Appian?
If it's within Appian(Same Environment) then you can have your category and file values validated in a XOR and make a decision to run a process using a subprocess or a start process else would not. If it is something on a different environment you can use webAPI to do the same. Not aware of any other methods than these two. May be the above answers might help.
