In our environment we are following GMT time zone as default.
We have a scheduler we needs to run at 15:00 London time which is as expected during daylight saving is off but during the daylight saving is active then also it should run at the same time i.e, 15:00 London time but it is running at 16:00 London time.we tried to use the isDayLightSaving function in the timer (start node) but it seems not working.Please suggest how to make the timing consistent.

Do you mean it works in expression rules but not in the process model? In the process model, are you using a timer scheduler, and if so, are you also using script tasks?
Not using any script task just added timer in start node rest process is as usual. So if cannot be used in timer then what would be the work around for this
I would suggest you to put it in rule and try doing that workaround.
