How fast should I expect to be able to instantiate processes that are published as a web service. Is there a estimate of the number of processes I may be able to start per minute/second before experiencing significant performance issues?...

Every process and environment can experience different performance characteristics based on the amount of data being transferred and resources available on the server. I would recommend just running some tests to profile the performance on your system and your target process. And of course, less data and more server resources will lead to greater throughput.

Also, a key aspects of increasing throughput is increasing the number of Process Execution servers available to the environment. You can have up to 16 Process Exec Engines running in a single environment. Appian will distribute the load of new processes across each engine.
