Is it possible to change the "User Type" (Basic User/System Administra

Is it possible to change the "User Type" (Basic User/System Administrator) programatically in 7.9? We are creating a Related Action (User record) which allows administrators to update User Profiles and it does not seem this setting is available from the OOTB Update User Profile smart service (neither is Display Name). We can change this from /designer, but would like to keep all profile update functionality in one place.
