I am using a timer in the start node of my process model. Everytime I publish

I am using a timer in the start node of my process model. Everytime I publish the model, a process is kicked off. Is there any way to suppress that as I want the process model to wait until the upcoming schedule time based on the timer setup? I can only find the Delay parameters in the timer but they can only delay the kick-off of the process after model publishing. This delay does not meet what I need....
