Reassign Task Link in Tasks

Hi All,

we recently migrated from 7.4 to 16.2. In that tasks are given reassignment privileges only to set of people lets say to group A. But Now, in 16.2 everyone can see the Reassign task link on the left pane. Is there any configuration we are missing. Please advice
