When you reassigning a task, there is a comment box. Where are these task reassignment comments displayed and are they reportable?...

You can see these notes under process details -> process nodes -> check the node with a note

Here is the information regarding Process or Task notes in Appian:

They are not reportable, but you can download this component which provides expressions to display notes (Enhanced Attachments Plug-in):
