How to create a step graph?

Thanks for clarification.
The problem is that the x axis size also matters. The example was realy simple just to understand the case. But in real the thresholds are not always the same I would like to present its size (e.g. first step is 0-100, another 101-500, next 501 - 2000).
Given that it's impossible to create such a report, I will have to use bar chart instead. If you will find any workaround, please let me know.
