A 20-wslice Pie chart maybe not a very helpful representation of the data. Consider how useful this is to an end-user. Is there a more abstract view of the data that you could present first and then perhaps drill down into more detail?
Stewart does raise a very good point. Perhaps there's a means we're not thinking about that's better for the user than figuring out how to get the pie chart to display all the tooltips would be.
Have you considered columns or maybe stacked columns?
I 100% agree with what the others said, but one other thing I will say is that there is also another way to display the results of a pie chart. You can now display the results in a legend, and it will always show all data points in the legend. That being said, with 20 data points your legend is likely to scroll so it's still probably not the right solution :)
One other note - this is also an incredibly old post - in general I highly recommend creating a new post rather than commenting on old posts.
