Tempo Report with a search feature, filter not working.

I'm building a Tempo Report with a search feature. My use case is to filter all the records which falls between the specified FROM & TO dates. When I perform a search with the Upper limit as From and Lower limit as To date, it fetches all the records excluding the dates mentioned in the search field. Somehow I feel that the "<=" filter is not working.

Any Suggestions ??
