A new process variable (PV) is added in current process model (v15). Portal reports will display current and previous versions instances variables data. New PV has critical role in portal reports, to make the portal reports are compatible with all previous version of process model, we are adding same variable into old completed version process instances (variable name is same across the all version of process model). Unfortunately, whatever PV are added into old process instances, those are not reflected into portal reports.
How to display the new PV in portal reports even for old process instances?...

How are you adding those process variables? Process variables added through Monitor Mode directly in process instances are not available for reporting purposes. That's a fully documented restriction.

Then the answer is no, they cannot be used for reporting. You may want to have a look at the Process Upgrade plug-in instead here in the Shared Components

Seems Process Upgrade plug-in will work only on Active, Paused, Paused by Exception process states and it is not working for completed and cancelled processes state.
Is it right?

Yes, I don't think it can upgrade cancelled or completed processes, you could try though.
