I recommend install maven if you are going to use Java Libraries in order to create the bot. Otherwise, Low Code actions is very complete and enough to start building bots.

I would like to clarify:
1.- Indeed, the installation of maven is to create a robot or part of its functionality in Java. You can check how it works here:
docs.appian.com/.../develop-java.html
2.- If you are not going to use JAVA for the creation/coding of the robot, you can SKIP this step.
The reason is: You can implement any automation strategy via Low Code or using plugin available here:
https://community.appian.com/b/appmarket
Now:
it seems that the problem you have with the configurator is connectivity (Time out) when you try it to download, so:
1.- Try one more time or check firewall, proxy, etc.
I have done it on my own and the urls used for the download are correct..
2.- If it does not work, You can also do it manually:
2.1 You can download it from here:
https://maven.apache.org/download.cgi
The version you are going to install is 3.8.6
and the complete instructions for installing are here:
https://maven.apache.org/install.html
That basically is:
a.- Download and Extract Maven Zip File
b.- Include ‘bin’ directory in PATH Variable
c.-Verify Maven Installation
c.1 Type mvn -version in command prompt and hit ENTER.
mvn -version
ENTER

But, I have what I would like to know about next step.Could you tell me how to find "Repository URL" and "Appian User Name" in appian.By the way, I am using an Appian Community Edition site.

For this last step you must follow the steps defined in the documentation https://docs.appian.com/suite/help/22.4/rpa-8.6/custom_code/configurator.html#maven-settings
I will try to help you:
- URL to the Appian RPA console's repository
For example, If your Appian community site is https://yuod.appian.community the repository's URL is https://yuod.appian.community/rpa/repo/
- Appian username
Your username used to login to Appian's site
- Maven API Key
In the Appian RPA console, the settings icon is located in the upper right corner. When you click on the wheel, the "Refresh Maven Key" option appears. By clicking on it, the new key will appear ( a string longer than 70 characters )
Once you enter these 3 values and click OK, the maven configuration will take a while to finish.
