But what do i have to do in the page security?

Page Security

This option allows you to assign Editor or Administrator rights for the page.

Select the role (such as Page Editor or Page Administrator) to which the user is to be added, by clicking Add Editors or Add Administrators.
Select the desired users and groups for the particular role.
You can remove user rights for a given page by selecting the checkbox next to the desired username or group name.
Click Remove.

But my question is in an older application that is deployed the "Navigation Item" option appears "Itens de Navegação" (POR):

 

But in the new application that i have already deployed the option "Navigation Item" isn't appearing any idea why is happening?
