Unable to open one SAIL Interface in Appian Designer for editing in 17.2 post migration from 7.6

We have recently migrated from 7.6 to 17.2 and found an issue with one of the SAIL Interface not opening in Designer for edit. It shows an error which I am attaching.

Can you export the interface to XML and attach it to the post? At worse you can extract the contents and recreate a new rule, and then compare the resulting XMLs to find the root cause.

we have compared the XMLs and found that " in 7.6 is replaced by ". That is only difference we found.

we are not able to open any of the previous version. we did check that during our initial investigation

we haven't made any support case. this has happened only for 1 interface.
