Attach a file in a form for the user to view

Question

For a user agreement, I want to attach the agreement as a file in the form for the user to view. Is there a way to do that? I do not mean to have the user upload documents themselves, just for us to provide the file to the users. Thanks.

1.If the attached file is a snap of agreement then use imageFiled as below,

2.If the file other than picture then give it to download as below
