Sending task for failed tests in system expression rule test

Hi folks,

I have an application to run a system test on expression rules and I'm trying to send a task to the owner of the failed task. The interface shows the failed rule with a clickable url. 

I have implemented this but am not getting an output on the interface. Any ideas on how to implement this?
