When a user right clicks a task (from a task report), they see 'Add note'

When a user right clicks a task (from a task report), they see 'Add note' or 'Add attachment'.
Is there a way to display this back to them?

In the product documentation also i saw the note "...we discourage the use of process and task notes and attachments..." Any specific scenario for which this feature is still there in the product?
