Can you explain what the use case is? By definition you cannot control the content of a Web Content field (i.e. it's a web-page and could be of any size and it it is bigger than the 'window' that you've defined ('TALL', 'MEDIUM' or 'SHORT') if you disabled the scrolling then the user would not have access to the content beyond the visible window. (note: you can mark the component as 'disabled' which disables the scrolling - and ALL other interactions with the content! Which may not be what you want!)
