Forms in tempo do not use the custom CSS specified on the form and instead use the global tempo style. Is that style defined in a CSS somewhere and can that be modified? ...

Modification of the CSS file is not support by Appian Support.

Please also note that custom CSS is only applicable to the apps portal interface and not the Tempo interface which would be why you are experiencing this behavior. This is due to custom CSS classes not being compatible with Tempo/Mobile enabled forms.
