Modification of the CSS file is not support by Appian Support.

Please also note that custom CSS is only applicable to the apps portal interface and not the Tempo interface which would be why you are experiencing this behavior. This is due to custom CSS classes not being compatible with Tempo/Mobile enabled forms.
