Looking for suggestions to display help content on any screen of UI in the application that's compatible on both mobile and web versions. Is there a way we can recreate something like a 'dialog box' or 'New tab' similar to the new 'Record' design? I do not want user to navigate away from the current screen he/she working on.

Perhaps use "Help Tooltip" that most of the UI components have?
If you want something on the record level, then add a "view" in the records...
Thanks Manuel. 'Help Tooltip' has a limitation of 500 char. Even, I'm considering to save the content in DB and display as 'Related Actions' in records
If you just want to display static data, in my view makes more sense to use a second view from the records
