I am looking to create a UI where I want to have a section on the right side which can be expanded or collapsed using a image button. Basically similar to out of the box test bed, where you can hide or show rule inputs on the right.
How do I do that in an interace?

When you open the interface designer, there is ready made patterns available. The pattern "Navigation (Collapsible)" should give you an idea of how to start.

I tried that but it is different than the out of the box test bed. You can change the width or show hide it but if you look at your screen shot, the right side has an arrow which can hide it or if I drag it, I can change the width. I am looking for something similar. Do you have any suggestions?
I understand. There is no dragging functionality available. What are you trying to implement? Is dragging really necessary?
