I have a use case where the client would like to be able to select a value from a dropdown, and depending on the value be navigated to a new UI. I was previously navigating the user to a new UI using startprocesslink on a card layout. Is there any way to use a startprocesslink on a dropdown field?

Dropdowns can't directly contain links of any type. About the best you can easily do would be to have a dropdown to choose between different functionality, and the link can be configured to conditionally point to different things based on the choice.
