Are the tabs in Tempo configurable?

For e.g. can we hide the News Tab, Reports, Records etc. from a specific set of users and expose them to other specific set of users?

If so how?...

No, I don't think so. 
 
And I believe, Appian should not disable these 5 tabs, because if you want some different experience, then anyhow you are having an option i.e. Site. The only drawback in site i can find is, it do not have option to integrate News content. 
As News was one of the major feature which is not getting utilise by business, and if they want to utilise this, they need to switch from site to Tempo.

No Appian does not allow to disable the tab as of now.

Currently there is no such facility provided by Appian but yes we can set the visibility of the contents in these tabs using proper security configuration.
