Adding Dropdown items dynamically.

By default "Aditional Info Required" should be shown in the dropdown and based on some other conditions, I have to add other items to the dropdown.

Is there a way to combine these array items dynamically based on conditions and show them in the dropdown?

What are those conditions. Which Items need to merge based on which conditions. Also please provide how do you get those conditions (is from another dropdown selection? or from rule input) 

ex: if (condition1 , merge local!reviewAi and local!reviewRecall), if(condition 2, merge local!reviewAI and local!reviewCounsel) etc
