As you know, there should be an email address link at the bottom of the screenshot for sending email by click on it.
But I cannot see it now in both 22.1 and 22.2, does someone have any idea about it?

First, can you confirm that this user account actually has an email address entered? What do you see when you go to the Edit User interface, i.e. in /design/users?

it has the email address.Every account has.But don't display at that position.
Actually we have another env which can see the email at that position. That's is our production env, and is Appian 22.1,
however our DEV(22.1) and TEST(22.2) both missing it.

Understood. I can confirm in my environment that a user with an email shows it in the location you're referring to - i'm currently on 22.2. But for your situation, I'd suggest opening a Support Case with Appian to ascertain whether this is some sort of product bug. Before you do that, try with various user accounts and see if this is affecting all accounts or just some, so you can specify that in your support case.
