We have an interface where against each employee we have to store multiple languages.
can someone suggest whether I can save the data using a single rule input or do I need to take multiple rule inputs?

I do not know about your underlying data structures. But for the sake of answering your question, the cleanest approach would be to create a simple CDT with a field for the employee and another field for languages which is a multiple text or another nested multiple CDT.
You can create 2 tables. One for employees. Another one for languages. And then use the employeeId in the language table. So you'll need two different rule inputs.
