It's not gonna accept. Because both are outer shells, Clearly mentioned in the documentation below .

Thats why I was asking for the version of Appian. As the documentation for 24.3 clearly suggests pane layout can be used in the contents parameter of a header content layout to display a pane layout with a header

In older versions too it's not gonna accept Panelayout because it's a top level layout
It can be achieved in 24.3
My Appian version is 24.2.295.0.
Sorry my bad haven't checked in newer release
24.3 onwards, it will work.
