I have a scenario, where when the user clicks on an action that says "Update Information", then the dialog presents a list of more actions that the user can take. Now the problem is, when I click on the action within the existing action dialog, a new dialog opens up as expected, however, the old action dialog still stays. Is it possible to close the old action dialog box?

You can have a chained user input task in place of the second dialog screen. So when user clicks on an action submit the first form and second one shows up! Otherwise handling dialogs the way you are expecting is not possible.
Thought about it, however, based on the user there is going to be lot of action combinations and it would have been great if I could use the native action security to control the same. But I get that what am looking for isn't possible
Depending on the action combinations the usecase can have, there are other suitable layouts as well like wizards, tabs etc. For your case you can decide and work with what works the best to help the users. Given the current description activity chained UI seems appropriate!
