I'm trying to make a User Picker that shows every user in the entire system

I'm trying to make a User Picker that shows every user in the entire system that does NOT belong to a specific group. I've tried the not(), reject(), difference() functions and don't seem to be having any luck.

Strangely, when I make a rule input and set it equal to "AllUsers" I don't get any results at all.

Why not create a custom picker which includes the logic. There is a good SAIL recipe on how to build such a component.
