Function to scroll to the top of the page in SAIL

Use home button key to scroll to the top of page

If your users are on OS X, they can use Function Key (Fn) + Left Arrow to go to the top, and Fn + Right Arrow to go to the bottom of the page.

I meant more of like after the user clicks a button a function is called.

For example, we use a wizard based form with next/previous buttons and a choose block to show different interfaces. If one of the sections is long and the user clicks the next button we want it to scroll to the top of the page.

I believe we do not have this currently, but one of the way could be depending upon the Appian version, like, we can use collapsible sections and then on click of the section, we can collapse them.

If each "block" you refer to is a SAIL section component, you can configure these sections to be collapsible. Using button widget components (non-submit) you could arrange primary and secondary buttons as next section, last section navigation. Then set the saveInto on each button to collapse all the sections except the target section.
Note, too, Appian 7.11 includes an enhancement to the sectionLayout() component that allows you to load forms with sections initially collapsed when the form is loaded.
