How to Add a Record Link Within a Form Layout Label

Question

Is it possible to add a link to a record within a form layout label? (as per my screen shot, I would like the word Add Products to actually be a link to the Project ID R565)

That's not possible as far as I know, but you could add a related action button to the record dashboard for the project. Alternatively, you might be able to use a rich text field at the top of the form to replace the form label, but that's a bit of a hack.
